India’s Department of Telecommunications is apparently considering a single telecoms licence. This move could trigger innovation in India as 4G services emerge and operators would be able to test services in the market, without having to seek specific licences. 

Services for which licences are sought include voice over IP. With the introduction of the single licences, companies will be able to start a service that does not require spectrum. According to the proposal, the unified licence will be given at a nominal registration fee. A company will be allowed to offer any kind of service under the licence, without having to buy spectrum. 

It's very encouraging to see that by simplifying this whole process, the Indian government actually reduces its own interference in the industry.
